About Us

Communities in Balochistan face grave development challenges due to several reasons including security, rising militancy, geopolitical situation, poor governance and weak policies, and abject poverty. The Community Led Local Governance (CLLG) Policy is an initiative by the Government of Balochistan to address the challenges of poverty and lack of public services by creating an environment where communities can access public funds and address their developmental issues effectively, by empowering citizens to actively participate in decision-making processes and contribute to their own development.
Drawing on past experiences, including EU-funded community mobilization programs, as well as lessons learned from other provinces, this policy takes into account Balochistan’s unique institutional, socio-economic, and political context. The document is divided into two parts for clarity: Part-I provides information on the goal, objectives, stakeholders, and principles of the CLLG Policy, while Part II elaborates on the various components of the implementation framework.

GOAL

The following are the three main goals of the CLLG Policy

  • Empower Communities – Our goal is to empower communities by providing them with a voice in the local government system. Through our CLLG Policy, we strive to create an environment where communities can lead and improve public services, socio-economic conditions, and environmental sustainability.
  • Enhance Citizen Trust – By providing an enabling environment for community engagement, we aim to increase citizen trust in GoB. This trust is crucial in building a stronger and more resilient community.
  • Joint Investments – By mobilizing community resources and encouraging co-investments between GoB and CI, we can expand the scope and quality of investments and services delivered to the community. This collaboration ensures that all members of the community are represented and supported in the decision-making process.

OBJECTIVES

The CLLG Policy has three inter-related objectives and task areas:

  • Strengthen the capacity of local government systems to become more responsive to community priority needs, coordinate Local Government interventions with community institutions’ local development plans, and implement GoB Community Led Local Governance (CLLG) development programmes.
  • Build the capacity of mobilized and empowered community institutions and local bodies / community representatives and strengthen and regularize their roles in local governance and the GoB CLLG development programmes.
  • Put in place a fiscal and regulatory framework that streamlines and regularizes the funding and implementation procedures of the CLLG Policy and the operational procedures of GoB CLLG development programmes developed under the GoB CLLG Policy, including systems to monitor and review sector policy objectives and outcomes achievement, and results and cost-effective delivery of the community- led local development programmes and projects.

We believe that communities are the true architects of change, and their active involvement in local governance is crucial for sustainable progress. Our aim is to create a framework that empowers individuals to take charge of their own destiny, ensuring that their voices are heard, and their needs are adequately represented in decision-making processes.

Empowerment through Participation: We firmly believe that true development can only be achieved when communities actively contribute to their own growth. By institutionalizing community engagement, we provide a platform for residents to voice their concerns, propose solutions, and actively participate in the decision-making process.

Grassroots Solutions for Local Challenges: Balochistan is a diverse region with unique challenges. Our policy acknowledges the importance of locally driven solutions. By involving community members, we tap into their intimate knowledge of the land, customs, and needs, leading to practical and sustainable development strategies.

Ensuring Accountability and Transparency: We understand the importance of trust and transparency in governance. Our policy emphasizes the need for clear channels of communication, regular reporting mechanisms, and mechanisms to hold local authorities accountable. Through these measures, we ensure that decisions are made with the best interests of the community at heart.

Capacity Building: Our policy doesn’t just stop at empowering communities; we also invest in their capacity building. Through workshops, training programs, and knowledge sharing, we equip individuals with the skills and tools necessary to actively participate in local governance processes.
